Reconstruction opportunity zones (ROZs)

America,the champion of the war on terror forces, finally realized the fact that one can not weed out the militancy only through military means.It must be compounded by some other means such as dialogs ,engaging the people of FATA in some constructive activities.For offering some economic incentives to the tribals,therefore the America proposed that the FATA should be made reconstruction opportunity zones,by installing some small industries in which the tribals would be recruited as labor force.
Another viable prospect of the project is that FATA is a wide landscape with congenial atmosphere and availability of labor force.The irony of the phenomenon is that every thing is feasible for launching the project ,but still the Govt seems reluctant to start on the project.This is the biggest problem of Pakistan who sees things in the skeptic eyes even through the things are in better interest of Pakistan.Much the same happened a few years back when the Germens Govt offered an uplift project to the provincial Govt of KPK,but the central Govt turned it down by saying that the foreigns are not allowed to offer such kind of welfare pro grammes with out consulting the central Govt.Eventually Germany took back all the philanthropic aid destined for the the people of KPK.
The need of the hour is to bring necessary and much needed changes in it state foreign policy.
Of course Pakistan can do away with the ROZs because Mr.Holbrooke, who passed away, often demanded to start work on the mentioned projects. But the fact is that it was not the need of Holbrooke, rather it is dire need of the 17 plus billions pakistanis, who are seething under the stone ages policies of the state.
